Short Description

　　Since 1973, ICAE has represented and protected the interests of NGOs working in adult education worldwide. ICAE's Documentation and Information Service, the J. Roby Kidd Resource Centre was founded in 1990. It specializes in collecting and disseminating information on NGOs'grassroots activities in adult education, on adult literacy and basic or popular education as well as, for example, participatory research and thus serves as a "gateway to the NGO community" - rich in experiences often ignored since having not entered the world of commercial publishing.

　　亚洲及南太平洋成人教育总部（Asian South Pacific Bureau of Adult Education）于1964年在澳大利亚的谢利市成立。发起人是一些热忠于自由化的成人教育者。

　　成人教育被社会上公认为一种载体，通过它来强化公众参加亚太地区社会经济发展事业。当社会力求改变旧的结构以适应新的挑战时，成人教育便担当起重要的角色：吸引社会上的各个群体和机构共同参与本地区的开发工作；组织本地区的各个国家以及世界性的教育交流活动，是本地区各成人教育组织相互联系的纽带和中心。

　　今天，亚洲及南太平洋成人教育总部已成了一个拥有众多团体及个人的组织。它从事的活动涉及正规的、非正规的成人教育。它要么合作，要么通过政府机构、大学、非政府组织（NGOS）、社区组织、工会、土著居民组织、妇女组织、媒体及其它一些民间团体开展活动。这些教育活动反映了全球的和本地区的最急于解决的问题和需求，提倡人权，促进本地区可持续性发展。

1．工作的主旨

　　亚洲及南太平洋成人教育总部将继续对下述一些热点问题予以关注，以满足成员国的需求。（1）认读、认读后教育及教育的普及问题；（2）为维护妇女权益而实施的教育；（3）为可持续发展而实施的环境教育；（4）为职业健康及环境卫生教育；（5）土著居民教育计划；（6）移民教育计划；（7）老龄教育及成人教育；（8）职业教育与培训；（9）信息技术计划；（10）HIV/AIDS教育计划；

2．策略

　　优先实施的策略是：（1）成人教育研究及信息传播；（2）能力构建及在成员中培养领导人；（3）网络构建及联络方法；（4）倡导成人学习权利；（5）调动资源（智力的、人力的、资金的、材料的资源）；这些策略将（1）将通过一种积极的、精良的性别平等方式传递策略信息。（2）既应用到已达成一致意见的工作领域，又可满足成员及成员国的特殊需求。（3）遵循、认可本地区特定的政治、经济、社会、文化的趋势。

　　我们的策略将实施于成员及成员国，如（1）亚太地区下属机构及个人；（2）产业化的社会；（3）小岛上的国家；（4）文盲率较高的社会；（5）过渡性社会；（6）本地区的土著人；

　　亚洲及南太平洋成人教育总部是一个非政府组织。它与联合国教科文组织有工作方面的关系，是联合国的ECOSOC注册责任人。

　　亚洲及南太平洋成人教育总部是国际成人教育顾委会的一个地区性的合作机构，一个国际性的志愿致力于成人教育的机构。
